Programs can be written that mimic the browsing behaviour of a nosy user. All they have to do is crawl the forum pages and parse the HTML structure of the threads and posts to extract the desired information and store it in another format. This is in fact how many unofficial migration scripts from/to commercial BBSs are implemented when direct access to the underlying database is not available.
